Executive Order No. 473 - Providing for the segregation
and unbundling of electrical power tariff components of the National Power

Executive Order No. 476 - Further amending Executive
Order No. 169, Series of 1994, by modifying the representations of DOF
and DBM to the Central Bank - Board of Liquidators.
Executive Order No. 477 - Transferring the Philippine
Coast Guard to the Department of Transportation and Communications.
Executive Order No. 480 - Amending Executive
Order No. 380 dated 2 December 1996, "Creating the Industry Development
Council, Defining its Composition, Powers and Functions."
Executive Order No. 481 - Directing the use,
disposition and administration of the coconut levy funds to rehabilitate
the coconut industry.
Executive Order No. 482 - Amending Executive
Order No. 460 by deleting some portions from the title and from Sections
1 and 4 thereof, and by adding one more section thereto.
Executive Order No. 483 - Adjusting
the dividend rates of selected government-owned and/or controlled corporations
on their 1997 net earnings pursuant to Section 5 of Republic Act No. 7656.
Executive Order No. 486 - Modifying the nomenclature
and the rates of import duty on certain imported articles under Section
104 of the Tariff and Customs Code of 1978 [P. D. No. 1464, as amended].
Executive Order No. 487 - Modifying the rates
of duty on certain imported articles as provided for under the Tariff and
Customs Code of 1978, as amended, in order to implement the 1998-2003 Philippine
Schedule of Tariff Reduction of products transferred from the temporary
exclusion list to the inclusion list under the new time frame of the Accelerated
Common Effective Preferential Tariff Scheme for the ASEAN Trade Area [CEPT-AFTA].
Executive Order No. 488 - Repealing Annex "B"
of Executive Order No. 453, series of 1997 and implementing the ASEAN rates
of duty of certain imported articles as provided for under the Tariff and
Customs Code of 1998, as amended.
Administrative Orders:
Administrative Order No. 2 [07.06.98] (Estrada) - Providing
guidelines on the filling up of temporary vacancies in local elective offices
where all or some of the winning candidates in the May 11, 1998 elections
have not yet been proclaimed and/or a failure of elections was declared
by the Commission on Elections [COMELEC].
Administrative Order No. 5 [07.20.98] - Constituting the Ad-Hoc Committee
on the utilization and disposition of real properties of the Philippine
Government located locally or abroad.
Administrative Order No. 11 [07.27.98] - Approving and directing the implementation
of the Implementing Rules and Regulations of Republic Act No. 8425 governing
the creation of the National Anti-Poverty Commission.
Administrative Order No. 332 (Ramos) - Directing
all government agencies and instrumentalities including Local Government
Units to undertake electronic interconnection through the Internet to be
known as the RPWEB.
Administrative Order No. 392 (Ramos) - Enjoining
all departments, bureaus, government-owned and/or controlled corporations,
government financial institutions, local government units and other agencies
to promote and encourage participation in the Philippine Centennial Exposition
1998 or Expo Filipino, including its "Expo Pilipino Family Day."

Memorandum Order No. 14 [08.19.98] - Creating
an Ad-hoc Committee to study and formulate rules and regulations and the
assignment of low numbered protocolar plates to motor vehicles used by
government officials of the Republic of the Philippines.
Memorandum Order No. 4 [07.01.98] (Estrada) - Providing
for the reconstitution of the Selection Board for the first and second
level career positions in the Office of the President.
Memorandum Order No. 5 [07.17.87] (Estrada) - Designating
the Presidential Assistant for Poverty Alleviation, NGO and PO as the Presidential
Assistant in charge of matters concerning the indigenous peoples and the
urban poor.
Memorandum Order No. 473 (Ramos) - Providing
amendments to Memorandum Order No. 346 "Amending the Guidelines on the

Proclamation No. 3 [07.22.98] (Estrada) - Declaring
Thursday, July 23, 1998, as a special day in Gingoog City.
Memorandum Circulars:
Memorandum Circular No. 09 [08.27.98] - Prohibiting
the Government-Owned or Controlled Corporations (GOCC's) from referring
their cases and legal matters to the Office of the Solicitor General, private
legal counsel or law firms and directing the GOCC's to refer their case
and legal matters to the Office of the Government Corporate Counsel, unless
otherwise authorized under certain exceptional circumstances.
Memorandum Circular No. 1 [07.02.98] (Estrada) - Enjoining
the disclosure of all financial transactions and contracts.
Memorandum Circular No. 6 [07.31.98] (Estrada) - Directing all heads of
the National Government Offices including government-owned and/or controlled
corporations and government financial institutions to disclose all their
real property nationwide.
Memorandum Circular No. 7 [08.11.98] (Estrada) - Directing the formulation
of the medium-term Philippine Development Plan, 12999-2004.
Memorandum:
Memorandum [07.14.98] (Estrada) - Directing the
Government Service Insurance System to submit to the Office of the President
a status report of the total unremitted balance of government contributions
to the System, not later than July 31, 1998.
Memorandum [07.17.98] (Estrada) - Attaching the
Memorandum of the President dated July 13, 1998 directing that a special
audit team composed of members of the Department of Budget and Management,
the National Bureau of Investigation and other government agencies to conduct
an audit of negotiated contracts entered into by the past administration
of the City of Zamboanga.
Memorandum [07.21.98] (Estrada) - Enjoining and
directing all concerned to assist Felicito C. Payumo in effectively assuming

Memorandum [07.27.98] (Estrada) - Enjoining all
